Miata Headlight Assembly Delete in ITA?

Hi - I don't see any information on this, but is it legal to delete the headlight assemblies and tie the headlight covers to the hood? I'm looking at the current SCCA GCR.

GCR 9.1.3.D, the cornerstone of Improved Touring regulations, states, "Modifications shall not be made unless authorized herein." Stated in the vernacular it's "if it doesn't say you can, then you cannot", or "IIDSYCTYC".

Not allowed.
