Default I thought the RX-8 got classed in ITR.

I don't see it in the 09 rules?

It is there, right between the 94/95 Mustang GT and the 87-92 Camaro/Firebird V8s.

It was classified in the June Fastrack. Somehow, it didn't get into the 2009 GCR. That will be remedied in the next Fastrack.

Yes and no. Yes, it will be in Fastrack - which will be recognized by Tech. No, it will also go into the interim electronic versions of the GCR that get posted approximately quarterly. (All changes since the printed version get included and are available on the SCCA web site.)
