I'm 99% sure that the ads are run through the local ad time granted to your cable service provider.
I would guess that only the metro Atlanta or northern Georgia CSP's are running the ad.

The ads are arranged by Paul Brewer, Atlanta Region member. Paul has a long career in TV and advertising. They can be seen in the Atlanta; Greenville, SC; and Augusta, GA areas on cable. If you have Dish you won't see them. We saw one during the NASCAR race yesterday too.
This has to be the only documented case of someone actually using their DVR to NOT fast forward through the commercials.I'm setting my dvr for a couple of hours of speed tv....we'll see about the st. louis area
