Question: Are axel straps mounted so that they are secure meet the requirements? Or do they have to be solid metal?

Thus, Stephen's interpretation was correct.

There is also an interesting COA opinion re the "illegal purpose" doctrine concerning SM cage gussets and a kill switch mount. Some guy had a 50# kill switch bracket!
