    Default yes and no

You can't convert the CIS or CISE mechanical injection to electronic/change the injectors to electronic.

But you can update/backdate to the Digifant II electronic injection system. Then all the options to change and/or program the ECU become available and legal.

A third option available is to change/reprogram the CIS/CISE control-box/ECU using the existing injectors, but IMHO not worth the trouble.

    Phil is correct.

If the car is an 8v, you can swap in the stock digifant hardware and run a programmable ecu.
If the car is a 16v, the 1.8 has to use the CIS-E stuff, and the 2.0 has to use the CIS-Motronic.
I don't know much about the latter, but you can get the fueling you want out of CIS-E, and you can run programmable timing. There were "chips" available for the CIS-Motronic cars, so there may be more capability there if someone is able to do the development and figure out what does what in that box.
