yeah, well built and well driven civic/CRX of that era is a good ITB car. decent motor and very light. some spares can be troublesome (plastic fenders, hubs) and they are definitely on the declining side of the curve for that reason, but they are still strong B cars if you can overcome those small issues.

the example you site, based entirely on the few things you have said, tell me it's closer to a $1k car. should be great for a school car though.
