    Every time I look at this rule set, I think the only way to consider a VW product would be with something like the 125hp 1780cc 20v, or the 130hp 1984cc 20v.

    Is there a chance that these motors will become viable options?

    The PL and 9A 16v heads were literally evolved from the counter flow 8v, and have very poor exhaust side port shapes. I can't see them being remotely competitive.
