If I understand the rules correctly, it's not unless there's a second metal cover over the filler area to be added later.

box over the cell, with a flap to access the fill port. its what we did on our FP car, and what another local did on his. simple, cheap, meets the rule:

yeah, that. I've seen it done many times. Might have been nicer to mention an easy fix instead of just saying "nope, not legal." anyway.. yeah that works.

What about the piece of sheet metal behind the fuel cell that replaced the floor. Is that legal?
