yeah, that. I've seen it done many times. Might have been nicer to mention an easy fix instead of just saying "nope, not legal." anyway.. yeah that works.

What about the piece of sheet metal behind the fuel cell that replaced the floor. Is that legal?

repalced as in it's welded in place where the spare well USED TO BE or it's just there (welded or whatever) covering the spare well.
case A is not legal. case B is legal.
