    Does sit higher than the bottom of the wheel rim?
    Does it fit a stock bodied car, and is it covered in the vertical shadow of said body?

    If the answers are yes, then yes.

    It appears too high, and as mentioned appears to not fit a stock bumper. Further, I think it closes the radiator opening, which IIRC, is a no no.

    It's not really a fair question. That is an EP or FP Miata it looks like. So it has alternate bodywork that the airdam meets flush to the body as well as an alternate nose piece that is throwing off the visual. So THAT unit would not be able to bolt up to an IT car legally because it woudn't meet the requirments in a variety of ways.

    However, you COULD build one similar using the stock nose that went straight down. Mike at ISC has tried something similar.

    and it IS legal, and apparently works very well.

    remember - no lower to the ground than the wheel rim, no higher on the car than 4in above the centerline of the front wheels at ride height. must not protrude beyond OE bodywork as viewed from above. cannot obscure factory grille opening.

    Mike has sold those for a while now. The one I showed is a version of the design the OP asked about.
