Define meaning "registered before x date"

We have two different fire system requirements:

1. Cars registered before 1 January 2009
2. Cars registered on or after 1 January 2009

Query: My log book is from the mid 1980s. I want to put in a fire system so I can double up at away races by running in production.

I need to conform to which set of rules? I think the log book date means I'm in the first category which means I can use the system I want, but before putting out the cash, I want to make certain.
