cage dash bar installation trouble

while im updating my cage, I figured that I would go ahead and add a dash bar.
the fit is very snug against the dash, so close, in fact that I can only weld about 3/4 of the way around. Can I get away with this because its an optional brace? If not , what can I do... can I hack the corners of the dash off so I can get in there?

Any idears?

I would cut the dash for access

The welds should be 360 degrees. Doesn't matter if it's an optional bar or not
