Hanging 1st Gen front fender

Any advice on hanging a front fender on a 1st gen for a novice. Does the the wheel and/or the front bumper cover have to come off. Any help would be appreciated.

Depending on how sloppy or loose the bumper to fender attachment is the bumper may or maynot have to come off. The wheel does not. It's as simple as puting the bolts in all the holes with the hardest one attaching the fender to the front valance.
