    Looks to me like the Bimmerworld piece is the restrictor, while the Sunbelt piece is the optional spacer.

    Why is the spacer legal? Is it in front of the MAF? If not, isn't it illegal?

    The restrictor plate rule specifically mentions the the spacer as optional in order to make room for the butterfly to open, thus making it legal.
