If you decide to add fuel during your stop, does the driver have to get out of the car while refueling?

Also, will I be able to race on my SCCA national license?

It is not required for the driver to get out, and a driver change may be done during the fueling.

NASA does recognize any level of SCCA competition license. After the first event weekend we will help you to then make the copies needed to obtain your NASA license (needed for future races).
