As I read 2.3.2.B (page 4) you can not race again until cleared by Topeka.
This goes back to when most of our races were on airports and other temporary tracks. The idea was that the first lap of the race was a poor time to learn where the track turned right and left.
As I read GCR 6.11.4 only the Chief Steward can file an RFA. Workers should have a chat with him.

If you re-read the thread you will see that as the number of race groups grew, the restricted regionals were cut in order to keep the nationals at the required length.

This is not something that came up overnight, it has been discussed at great length at SW Div meetings for the last 5 years or so.

I agree that entry fees could be a lot more equitable than they are. This is an issue that needs to be addressed by each Region, but they won't do anything until the drivers let them know they are...
Don't see many F500s and such at a NAA event. NASA can pick and choose who to run, they do not have to run all the groups that SCCA does.

That's right, and the rules governing driver actions say you can not begin racing until the green is waved. As the green had not been waved you can not begin racing.
According to my Steward friends, if there is no green flag you just keep on chuggin' at reduced speed.
It makes no difference on a restart if the yellows are down or not, there is NO race until...

Texas World bills the Region for damage done to guardrail and fence. It is covered under SCCA insurance less a deductible of (I think) $500. There has been talk of passing that along to the driver...
