I believe the cost for the Boxster would be in engine development, there are some very strong cars in ITR and a Box might have a hard time.

You are not looking at the GCR, nor a part of it.
Part of the text of the Spec 944 rules is in the GCR. Spec 944 uses the GCR as a reference because many are already familiar with it...
