Is a seat mounting structure like this (see link) okay for IT use under the new rules?

My fabricator wants to include mounts for a passenger seat and wants them on the same structure. His thought is that the seats will shift together and not independently in a side impact. Basically what they did on the Saab.
Thoughts?
