When does the bill turn into law?

So I write a letter requesting a rule change. If they agree when does the change take effect?

That depends. If it is a true rule change, it will take effect the first day of the following year. If you are asking for a competition adjustment (weight, tire size, restrictor size), the first day of the month of the Fastrack date.
