Obtaining a replacement for a lost log book

It appears that the seller of my 77 242 VOLVO is having a hard ime finding the logbook.He raced the car extensively in the midwest until 8 years ago in ITB.

how does one go about getting a replacement?

Call the region that issued it, they 'should' have record of issuing it and can re-issue a new logbook.
Surely one of the scrutineering type folks will correct me if I'm wrong.
