This was in the October 2010 Fastrack in the Tech Bulletins section:

#2173 (Chris Taylor) Allow 13B 2-bbl carb
In 9.1.4.2.b.4, clarify 13B induction as follows, “12A and 13B induction: ...”

I have reviewed the 2011 GCR I only see a 2bbl carb allowance for the 12A. Based on the October tech bulletin shouldn't the 13B be listed with this allowance as well?

From the Printed Version of the 2011 GCR:

The Mazda 13B and Renesis rotary engines are permitted at
2400 lbs. The 13B may be street ported. The Renesis shall
remain unported. The Mazda 12A Street Port is permitted at
2350 lbs.12A induction: 1 Nikki 4 barrel carburetor with primary
chokes bored to match secondary chokes on a stock manifold, or
1 Auto-type 2 barrel carburetor with 38mm chokes on a “dual-y”
manifold.

It is the same in the latest updated version of the 2011 GCR

So, shouldn't the 13B also be listed as being able to use a 2bbl Carb?

Just following the bread-crumb trail...

October Fastrack clarified 9.1.4.2.B.4 as you describe, adding the 13B to the allowance for the Nikki 4-bbl.
2010 GCR 9.1.4.2.B.4 is now 9.1.4.2.G.1 in the 2011 version (January).
2011 January version does not include the 13B allowance.
I cannot find any subsequent reference that negates that allowance.

So I agree with you: that should be in there. I don't think that needs to go through the full STAC/CRB process; just send a note to John Bauer, Technical Manager (contact info: http://www.scca.com/contactus.aspx), and he might be able to get it corrected on an E&O for the next Fastrack.

Good catch!
