seats FIA?

I am helping my brother build a ITB Honda. I am interested in the seat. In the GCR it stats it has to meet FIA specs. Does this not apply to all classes? I see GT cars down to IT cars with Kirky seats all the time. I don't see any FIA stickers on them. How do they meet spec? I just want to know because we have Kirky seats laying around, but the way I read the rule we can't use them. If they meet NASCAR specs, why not SCCA.

Read the rules carefully: you need a FIA seat *or* you can run grandma's rocking chair - securely mounted - with a seat back brace.
