Can IT cars run programmable ECU's?

GCR-"The engine management computer may be altered or
replaced."

What does that exactly entail? Is it just a reflash?

"If it says you can, you bloody well can"..George Roffe, on how to read the rules.

Yes, that allowance is rather wide open. Not though, there are limitations regarding sensors etc.

thanks for the response. regarding the sensors, does a wideband O2 qualify as a stock equivalent unit. On the car that I want to drive(2001 ap1 s2000) the stock unit is a narrowband sensor. I am assuming that the answer is no, but hoping yes...

You assume correctly, it's "no." This has been specifically requested and clarified in the last 12-18 months, although I'd have to go dig up the letter/Fastrack response.
