diff bushings = illegal correct?

Bushing material, including that used to mount a suspension subframe to the chassis, is unrestricted.

There is no way to read this that allows diff busings on a Miata is there?

It is not part of the suspension.. you maybe able to put differential bushings on a car with De Dion suspension as the axle is typically the lower control arm, but not on your miata.
