Can anyone tell me what the rules are for a Pro IT race. VIR is holding one on the 12th and I have my Club regional license, can I race Pro IT or do I need a National License.

It isn't a Pro IT race anymore. They are holding double CCPS races instead. And yes, you can race it on just a regular regional license.
