Does anyone have any ideas on the Celicas for IT use?

That would depend greatly on the year you choose to run. For the most part, the Celicas in general seem to suffer from two ailments in IT trim; too much weight and not enough aftermarket support.

I'm sure you could make a go of it, but the folks on this site would need more info from you to really help.

I was thinking about a mid '90's to early 2000 model...what about a mitsubishi eclips? I don't or hear much about them?
