What concerns should one have about a fuel cell that has been in a car which has not been raced for a few years? Will this cause any additional deterioration of the fuel cell material? Any other concerns?

Looking at cars and a few have not been raced for a season or two so I'm trying to anticipate potential problems.

i would flush it out good and replace the foam. you can order new foam and a gasket.

Agreed! Clean it, flush the fuel system, replace the foam and all the gaskets.

I have rebuilt my ATL and Fuel Safe cells and both companies were very helpful with the correct parts to do it.
If its an in tank pump make sure you get a new screen for it.
Take note of how the foam blocks are placed when dissassembling it. Make reassembly much easier when dealing with the pickup or in tank pump.
Also have adequate ventilation.
