Does anyone have any suggestions for painting the flexible plastic bumper covers, such as those found on a 1G rx7? Is there a specific primer or other prep material that works?
Yes. There is a "Flex Agent" ar Flex Additive for most paint brands and types.
Go to your paint vendor and follow its recommendations

As Joe said, go to a full on paint supplier...automotive, of course. There are special plastic primers, prep agents and flex agents for the final top coat(s), depending on how far you strip the cover. Find a counter man who is cooperative and knowledgeable...he is probably more important than the actual brand of paint you ultimately buy.
I think a supplier who deals in Sikkens, or Glasurit is often a solid start.

FWIW I've never used anything special on my 2nd gen. noses and never had a problem.
