It the site's policy now that you be a "member" in order to post. This simply means that we are requiring a "HUMAN" to go through the steps needed to prevent "bots" from registering and spamming us with garbage.
Lately the permissions have been accidentally reset to allow anyone to post. This has happened on a few occasions while making other changes in the Admin Control Panel.
