Since my custom welded-on hook broke this weekend causing some damage to a rollback I'll be going this way in the future.

Take a tip from the boys at REALTIME. They use lengths of seatbelt for the strap. Make a loop and wrap the belt around a strap of steel and clamp/bolt the belt to the steel underbumper. Put a small slot in the bumper cover and feed the belt thought it. This is light and I know you have an old belt laying around so the material cheap.
