If I were to get a Sport Compact MSD box for my '90 ITC Honda Civic, would this bypass the rev limiter? When I had my ECU reprogrammed last they said that they could not find how to bypass the rev limiter so I bounce off of it @ 6400, but would like to bump it to about 6600-6800.

No, the ecm is still in control. You should be able to get a chip to raise the rev limit in your ecm.

I used to have a '91 ITC Civic, and my rev limiter was factory set at 6900-7000 on that car. I know that the Civic wagons (same fuel injection setup) from those years also had a rev limiter closer to 7000.

Get your hands on the engine computer from different years or from a wagon. That should do the trick, and a used computer from these cars (car-parts.com) will be much cheaper than a chip.
