04 ARRC and 05 Rules... Do they mix?

Just a thought popped into my head... Last year didn't the ARRC run under rules for 04? IE: SM rules specifically??? I can't remember... but in any case...

If the BOD does vote for reclassifications and 15" wheels (and whatever else) will those or any part of those changes be in effect for the 04 ARRC?

I would think that all decisions made on new rules this month would be effective in Jan of 05...but watch your Fastrack.
