Is this car even IT legal? It says it has a short shift kit, which is not allowed.

Car has a current log book and tech. The kit is the same as M3 I believe. Didn't go in the auction so I am accepting offers. Car is located in Vermont for inspection. If you are looking to and e36 race car, come look at it you won't be disappointed.

I just noticed that this car used to be red ... did it belong to a guy named Cooper, by any chance? He stopped coming around after 2001, as I recall.

No, I know the car you are talking about, it was the same model and year and actually quite successful. He sold that car last year I believe. This car was build by Kermit Upton and raced a couple of times. It is almost a new race car.

Just because it has a logbook doesn't mean it's legal, though. That just means it's safe and race-able.

The car is legal. Trust me. As a matter of fact the splitter is probably the most questionable as it depends on how you measure it as to whether or not it protrudes beyond the bumper line.
This e36 is probably one of the most legal e36's if you know what I mean.

Roy is right the car is illegal for Improved Touring.
