Comparing 2004 rules D.1.a.3, D.1.l and D.1.q, I'm pretty sure that external coating of the intake is allowed, but not so sure about polishing. Is there another applicable sentence somewhere? Many "coatings" first require a preparation of the surface that could be classified as polishing, IMHO.
